In FY23 (Jul 2022-Jun 2023), the percentage of Vermont incarcerated individuals placed in segregation each month averaged 14.6%. This represents a notable rise from an average of 10% in FY22. While the percentage remained relatively stable during the early months of FY23, there was a distinct upward trend from February to April 2023. By the end of FY23, the percentage reached a high of 17.24% in April. The reason for this increase remains unclear. However, it's important to note that limiting the number of incarcerated individuals in segregation is a goal of the DOC.
