Story Behind the Curve
In FY24 (Jul 2023-Jun 2024), the percentage of Vermont incarcerated individuals placed in segregation each month averaged 16.8%. This represents a small rise from an average of 14.6% in FY23. Throughout FY24, the percentage displayed a relatively stable trend in the initial months, with fluctuations mostly within a narrow range. However, starting in February 2024, the percentages were generally lower compared to the first half of the fiscal year, culminating in a decline that reached a low of 15.18% in May before slightly recovering to 16.54% by the end of June. The reason for this increase remains unclear. However, it's important to note that limiting the number of incarcerated individuals in segregation is a goal of the DOC.
