Story Behind the Curve
These data show a sustained high number of first-time entrants into the corrections system. While the Vermont criminal justice system has implemented multiple initiatives to divert individuals to appropriate services—such as pre-trial, diversion, and community and restorative justice programs—the reopening of courts post-COVID in 2022 contributed to a surge in first-time entrants in 2022 and 2023. After peaking at 1,969 in 2023, the number of first-time entrants slightly declined to 1,882 in 2024.
In 2024, 45.7% of the first-time entrants identified as White, 37.9% as Other, 11.4% as Black or African American, 4.2% as Asian, 0.4% as Multiracial, and 0.3% as American Indian or Alaska Native. 24% of the first-time entrants identified as Hispanic and 76% identified as Non-Hispanic. The majority of individuals (76.1%) identified as male, 22.3% as female, and the remaining 1.6% identified as transgender, intersex, other, or did not have a gender listed in the Offender Management System.

Notes on Methodology
Starting in 2022, a new methodology was introduced for extracting data on the number of first-time entrants into the corrections system. This change in approach may account for noticeable differences in the data compared to prior years and could influence the figures presented from 2022 onward.
