These data show an increased number of first-time entrants into the corrections system. While the Vermont criminal justice system has engaged in multiple initiatives to divert individuals to appropriate services—such as pre-trial, diversion, and community and restorative justice programs—the reopening of courts post-COVID in 2022 also contributed to the surge in first-time entrants during 2022 and 2023.
In 2023, 47.4% of the first-time entrants identified as White, 52.5% as Black, Indigenous or people of color (BIPOC), and the remaining had no race information listed within the Offender Management System. The majority of individuals (78.3%) identified as male, 20.4% as female, and the remaining identified as transgender, some other gender, or did not have a gender listed in the Offender Management System.

Notes on Methodology
Starting in 2022, a new methodology was introduced for extracting data on the number of first-time entrants into the corrections system. This change in approach may account for noticeable differences in the data compared to prior years and could influence the figures presented from 2022 onward.
