Partners

The Partners that play a role in turn the curve is the Chamber of Commence, Businesses, Garrett College, Workforce Development, Department of Labor, Western Maryland Consortium, emerging career sector.  Becoming directly involved with Businesses to train students to obtain certifications, and employee so many residents in the county.  How to engage the community to get certification through opportunities in the county to obtain a better employment.

Tap into the work ethic diploma program.  

Reducing barriers for people to obtain employment.

The culture of the county that does not want change.

How do we change the culture of the county to change to promote economic development.

The mindset that the county always does things the same way.  

Story Behind the Curve for the Out-of-Placements

Opiate use in the county.

Family Preservation, and keeping children in the home.  

The partners involved in Out-of-Home Placement is the Judicial System, 

Department of Human Services, Board of Education, Behavioral Health, and any wrap around services to keep the child in the home.

Partners work together to keep children at home to do what is in the best interest of the child.

The absent of a parent in child life, and using a two generation approach to serving a family.

What do we purpose to do to turn the curve 

More two generation approach to serve the family, but understand what is going on with the child at the same time to meet the child's needs.  

Programs that enhance a child's life even if the child stays in the home.

What Works

Story with Baseline is the Data has shown to stay the same.  The data is high for the county for free or eligible students at 45% to 48% for the last ten years.  The student population has dropped but Farm data has stayed the same, showing the lower income families staying in the county.  The employment rate has went down, but the FARMS students has remained the same, showing the county is working but is still eligible for Free or Reduced Lunches.

Students can apply on line for Free and Reduce lunch where students use to apply with paper forms.

The data may not reflect grandparents raising grand kids and not applyin

Who We Serve

Hunger and Out-of-Home placement is the best indicators to track the Child Well Being Result, Families are Safe and Economically Stable.  Out-Home-Placement shows the true side if families are stable.

Homelessness does not have a high number for children in Garrett County.  The definition for homelessness is not clearly defined.  The difference between high risk for being homeless and homeless.  There is families that are living with parents with children in the county but are not considered homeless, and are not being reported to the public school system.

There is a stigma behind Free or Reduced lunch for some students, so families do not utilized the Free or Reduced Lunch Program.

To utilize Community Action and Department of Human Services for Homelessness and Hungry Data, to give a clearer picture of Garrett County that show economically stability in families.

The LMB will include in contracts with other agencies to collect data for Hungry and Homelessness.

Why is this Result important?

Most important predictor for school performance (Research).

It is a health determinant, produces the need for government resources, it a lines with the aspiration.

Children have higher school performance when families are economically stable.
