- Work experience is provided in addition to education

- Substance abuse culture: kids grow up seeing people using abuse; has become the norm;
- Not enough child care available; comes up on every community survey; HRDC is the only center that provides child care for very young children; night and weekend child care is not available; Lots of parents need child care for shift work.
