Story Behind the Curve

In 2015, approximately 25.3% of individuals in Sarasota County made below 200% of the federal poverty guideline. This figure is slightly higher than the 2007 pre-recession rate of 23.5%. However it is a 21% decrease from 2009 (32%), when the rate was the highest. The percentage of individuals earning 200% of the poverty line is lower in Sarasota than in Florida (37%) and the United States (33%).

According to the ALICE Report published by the United Way, the Survival Budget for a single adult in Sarasota County is about $20,809, 176% of the federal poverty guideline. This Survival Budget is a measure created by the United Way which aggregates the actual costs of basic necessities (housing, child care, food, health care, and transportation) in Florida. According to the value of the Survival Budget, it is likely that individuals earning below 200% of the poverty guideline do not make enough to afford basic amenities. Consensus has formed among subject matter experts that the current poverty rate is an insufficient measure for describing how many people are in need of financial support. Often times, people who seek emergency food, housing, and health services are not living below the poverty line, but are nonetheless struggling to afford basic amenities. Lack of adequate employment and lack of affordable housing are the major causes of poverty and the prevalence of ALICE individuals in Sarasota County.
