Research indicates that a child growing up in poverty is more likely to remain poor in early and middle adulthood than children who were never poor. National Center for Children in Poverty, Child Poverty and Intergenerational Mobility, December 2009.

This indicator represents the percent of Utah's child population between the ages of 0-17 years old who are at risk of remaining in poverty as adults. It is the sum of the children experiencing intergenerational poverty plus the number of children who have received public assistance for at least 12 months as a child but there is no record of their parents receiving public assistance as a child. This total is then calculated as a percent of all Utah children between the ages of 0-17 years old. The target measure is the rate of Utah children living in poverty in the reporting year, as reported by the United States Census.
