Agencies that use feedback to inform quality efforts provide higher quality care and more effective services and treatment. Given the importance of this information, agencies that strive to obtain a representative response rate will have more complete information from which to base their quality improvement efforts. The return rate measure focuses on the comprehensive use of the core questions across all programs within DA's and SSA's.
