Explain the factors that impacted the FY22 actual data. To move away from self-reporting, DDSD developed a method to determine the LPR “Acknowledgement Rate” by using LPR data supplied by the ELSAG software. An LPR ‘Hit’ is only officially considered ‘Acknowledged’ in the LPR/ELSAG system if the user indicates a ‘Correct,’ ‘Incorrect,’ or ‘Misread.’ The ‘domain’ information in the data allows BPD to determine which of these acknowledgments of the alarms were done by BCICs. This new method of using the ELSAG-LPR data is far more reliable/accurate in reporting the BCIC usage of LPR readers and, as a result, changes the target set for 2023. Previously, calculating BCIC-LPR reads was done by using the self-reported data entered in the BCIC activity log. The biggest change that could impact this data is whether additional BCICs are brought online for the remaining 5 Districts in 2023. |
Explain how the FY24 target was established. The FY23 target was set based on the average number of self-reported LPR entries in the BCIC Log so it is already outdated given the current methodology. The total number of acknowledgments saw increases for each quarter in CY 2022, and this trend will likely continue in Q4. We used the Q1-Q3 CY 2022 LPR Acknowledgement data, which shows, on average, 3866 LPRs acknowledged amongst the 4 BCICs. The target set was based on the 3-quarters averages added onto the existing 3 quarters of LPR acknowledgments to arrive at the target set for FY24. Target calculation: 3866 average + 11,600 acknowledgments from Q1-Q3-2022 = 15,466. |
