Measure Definition
This measure identifies the percentage of child support cases where health insurance is ordered and provided compared to to cases where health insurance is ordered.
This is a federal measure that is calculated after the end of the federal fiscal year that ends on September 30th.
Story Behind the Curve
The percentages increased in FFY 2021 and FFY2022 due in part to continuous Medicaid enrollment during the COVID-19 Public Health Emergency. During the 2023 general session, legislation was passed that provides for healthcare coverage in Utah support orders by operation of law, which allows for program staff to immediately begin enforcing the provision as opposed to modifying orders to add it before it can be enforced, resulting in continued increases in coverage.
