Story Behind the Curve
This measure is important because performance management is an effective supervisory tool that can enhance the productivity and motivation of employees. Evaluations should establish clear job responsibilities and expectations in relation to organizational goals and objectives.
Historically across the agency and our department, engagement in the evaluation process has been significantly low. The Administrative Services Unit, with the support of leadership, has communicated to managers and supervisors the importance of evaluations and how they help promote employee engagement, productivity, and motivation for our workforce.
State Fiscal Year (SFY) quarter four has a higher number of evaluations due than all other quarters. In SFY 2022, quarter four demonstrated a slight decrease in the number of evaluations completed timely. At this time, we were still embroiled in COVID which may have had an impact on evaluations. Since that time, completion of evaluations has continued to rise and most recently we achieved our highest milestone to date of 90% of evaluations completed on time. This may be attributed to leadership holding supervisors, managers, and themselves accountable to completing evaluations timely.

Strategy
DVHA’s Culture Committee has helped to create tools and resources to improve the quality of evaluations. This increased support helps make the evaluation process easier for supervisors and managers to complete. The Culture Committee helped to revamp the Employee Development Plan to include stay interview questions. Leadership has now required that all evaluations submitted for signature include an Employee Development Plan.
In addition, the Change Management Team put together an evaluation training for managers and supervisors. The training provided best practices, resources, and information on how to complete evaluations.
The Administrative Services Team has also put together a resource page on the DVHA Insider to help support supervisors with their evaluations. The combination of these efforts helps to support our overall strategy for this measure.
