This percentage shows the overall Muskingum County Compliance rate for 2025. Out of 53 stores, 16 stores sold to underage purchasers giving us a 70% compliance rate.
Action Plan
The Ohio Department of Health provides us with a list of tobacco retailers to go to. When recruiting volunteers, we must ensure that they are under the age of 21 and have a valid Ohio driver's license. We ask the volunteers to dress casually and bring their valid ID on the day of the compliance checks.
ZMCHD hand delivers a citation letter to any failing stores along with education on Tobacco 21 laws. The stores that pass receive their letter in the mail.
