0 - Agency turnover exceeds national turnover average for human services and provides turnover information to VCP annually

1 - Agency turnover is equal to or less than the national average but agency does not provide evidence of initiatives or strategies to promote staff retention

2 - In addition to requirements in 1, agency promotes staff retention by including the following activities:

  • exit interviews
  • stay interviews
  • employee engagement surveys conducted annually
