What We Do
The Vermont Department of Health Emergency Medical Services program (VTEMS) has been responsible for certifying emergency medical personnel, and licensing ambulance and first responder services since the early 1970s. Vermont has approximately 2,800 certified EMS providers; working with 79 ambulance services, 1 air ambulance and 90 first responder services licensed in the state. The EMS system in Vermont consists mainly of volunteers (more than 70%) for whom EMS is not their primary vocation. VTEMS certifies providers, entitling them to practice for a two year period of time. VTEMS conducts investigations into complaints, criminal charges and convictions made against EMS personnel and services. VTEMS inspects ambulances to ensure they are safe and adequately equipped. VTEMS is a clearinghouse for information on the EMS workforce to assist in the management of the EMS system and fulfill specific requests for resources. Vermont's EMS system is the State's safety net that allows all citizens to have access to quality emergency medical health care; Vermont EMS is available to all citizens, 24 hours/day, 365 days/year, irrespective of location, health care problem, or ability to pay.

Funding designed to improve access to quality health care. The EMS program develops and implements the standards of quality health care for pre-hospital emergency care for the State of Vermont.
Performance Monitoring Plan
The Vermont Department of Health will monitor this plan in two ways:
- The Performance Management Committee will review all investment programs and associated performance measures annually.
- Commissioners and Division Directors will review selected measures at bi-weekly leadership meetings.
