What We Do

Care Management for Early Childhood (CMARC) is a statewide care management program promoting healthy outcomes for children birth to five years of age. The CMARC program is based on eligibility and not income. Medicaid and Non-Medicaid individuals can receive CMARC services. The CMARC team is comprised of social workers or nurses that provide coordination of services, counseling, education, and linkage to community resources for eligible members in Onslow and Jones County and their families. Services are provided until care goals are met and no other needs, conditions or concerns are identified. Per state guidelines, once a child reaches the age of 5, they will no longer qualify for CMARC services.

Who We Serve

Care Management for Early Childhood (CMARC) provides services to children who are considered at risk for poor health outcomes. The CMARC target population includes children with NICU utilization, special healthcare needs expected to last longer the 12 months, exposure to social determinants of health and/or adverse childhood experiences, as well as children in foster care. Eligible individuals must live in Onslow or Jones County.

How We Impact

Care Management for Early Childhood (CMARC) improves health outcomes by increasing the rate of well child checks, immunizations, and dental care visits completed for children birth to five. The CMARC program strives to decrease infant and child mortality rates related to unsafe sleep practices, social determinants of health, child abuse and other risk factors. The CMARC team has formed excellent partnerships with medical homes and community partners to ensure coordination of care and appropriate linkage to community resources and services for children and families.

What We Do

Care Management for High-Risk Pregnancies (CMHRP) is a statewide care management program promoting healthy pregnancies and birth outcomes for Medicaid-eligible individuals. The CMHRP team of nurses and social workers provides consultation, supportive care, education, and linkage to community resources for eligible members in Onslow County and Jones County and their families. Services are provided throughout pregnancy as well as through 2-months postpartum.

Who We Serve

Care Management for High-Risk Pregnancies (CMHRP) provides services for women who are at risk for poor pregnancy outcomes, to include individuals who have been identified by their Medicaid Prepaid Health Plan as a priority member in need of CMHRP services. Eligible individuals must live in Onslow or Jones County and have Medicaid or be Medicaid-eligible. Examples of high-risk pregnancy factors include medical diagnoses of diabetes or hypertension (including gestational diabetes and hypertensive disorders of pregnancy), history of preterm birth or low birth weight, unmet behavioral health needs, food and housing insecurity, interpersonal violence, and /or substance use.

How We Impact

Care Management for High Risk Pregnancies (CMHRP) strives to decrease both infant and maternal mortality rates, low birth weights while ensuring timeliness to prenatal care (before 14 weeks gestation) and receipt of postpartum care. The CMHRP program works to promote healthy birth outcomes for pregnant women by ensuring access to prenatal care, linkage to community resources, support to reduce toxic stressors, and addressing social determinants of health.

What We Do

The OCHD Child Health Program provides child physical exams according to Bright Futures Guidelines and North Carolina Medicaid Billing Guide. The program also provides school physicals and sports physicals. Recommended and required vaccines are offered during visit, with no need to schedule a separate appointment.

Children through the age of 20, regardless of insurance status.

How We Impact

Preventive screening visits are recommended to monitor children’s growth and development rate and identify any areas of concern for follow-up.

What We Do

OCHD offers a variety of immunizations and services:  all required and recommended childhood vaccines, Vaccines for Children State funded vaccines, many adult vaccines, titers for immunity assessment, PPD tests and IGRA blood work for tuberculosis screening, pre-exposure rabies vaccines, and vaccines needed for travel.

All adults and children requesting immunizations can be seen at OCHD. Children under the age of 19 and some adults may qualify for State-funded vaccines, free of cost.

What We Do

Reproductive and Women's Health programs at OCHD provides services to clients for a variety of healthcare needs. Reproductive health services are offerred to reduce unintended pregnancies and improve selected health practices among families. The following services are provided: physical exams, birth control counseling/birth control, sexually transmitted infection testing services, pregnancy testing and counseling, basic infertility services, and other preconception health services. The services are culturally sensitive, client-centered, trauma-informed, voluntary, and confidential. The NC Breast and Cervical Cancer Control Program (BCCCP) provides free breast and cervical screenings to eligible individuals.  BCCCP Patient Navigation services are also provided to assist uninsured women with a diagnosis of Breast or Cervical Cancer to apply for BCCCP Medicaid (BCCM).

Who We Serve

OCHD Reproductive and Women's Health programs serve men and women of childbearing age regardless of insurance status. This excludes those who have had permanent sterilization, hysterectomy, or are menopausal. BCCCP serves uninsured or underinsured women, without Medicare Part B or Medicaid, between the ages of 21 to 75 and have a household income below 250% of the federal poverty level.

How We Impact

Reproductive and Women's Health services promote self-determination in matters of reproductive health. They reduce infant morbidity and mortality by decreasing the number of unplanned pregnancies and the poor health outcomes associated with them. These services also improve an individual’s health by providing access to preventative care. They lower health care costs by reducing unwanted pregnancies and preventing costly, high-risked pregnancies and their aftereffects. BCCCP reduces morbidity and mortality due to breast and cervical cancer screening services, diagnostic services, and patient navigation services for eligible underserved women of Onslow County. The program enables women to receive breast and cervical cancer screening services for those who may otherwise be unable to access such services.

What We Do

The Communicable Disease program works to detect and control the spread of communicable diseases in the community, thereby reducing morbidity and mortality resulting from communicable diseases that are a significant threat to the public. The Sexual Transmitted Diseases program focuses on the prevention and screening of sexually transmitted infections within the community.

Who We Serve

The Communicable Disease program serves all clients requesting services. All sexually active teens and adults, or those planning to become sexually active, can receive services in the STD program.

How We Impact

Communicable Disease staff participates in detection, surveillance investigation, control, education, and care activities to protect and promote the public’s health in Onslow County. The STD program strives to reduce the burden of sexually transmitted infections in Onslow County by addressing social determinants of health and health inequities, promoting sexual health, and identifying and promptly treating sexually transmitted infections using CDC evidence-based treatment regimens

What We Do

The Fees and Eligibility department is responsible for checking in clients presenting for in-person appointments. F&E processes patient registration by updating demographic information, verifying insurance, enrolling clients in our patient portal as well as text message appointment alerts, interviewing clients to determine if they qualify for SFS based on their household income, and completing Medicaid Presumptive Eligibility (MPE) enrollment applications for our Maternal Health clients.

Residents of Onslow County and surrounding counties.

How We Impact

Fees and Eligibility is crucial to enabling patients to be seen in the OCHD clinic. F&E also works to ensure that eligible clients receive services at little to no cost.

What We Do

The billing department is responsible for submitting charges to insurance companies, posting payments, and following up on claims any claims that deny. The billing team works together to ensure that the Onslow County Health Department is receiving appropriate payments from insurance companies and clients for services that OCHD provides.

What We Do

Young Adults gathered.The Health Education Team in the Community Relations Division strives to promote healthy habits and lifestyles throughout Onslow County.  By utilizing evidence-based programs for wellness, nutrition, physical activity, vaping prevention, and diabetes prevention, health educators strive to increase knowledge and create a lifestyle change for all people throughout Onslow County.

Health Educators are also responsible for conducting the triennial Community Health Needs Assessment, the annual State of the County Health Report, community outreach, and leading the Community Health Improvement Plans.

The health educators aim to reach all people of Onslow County through various activities including:  

  • At-risk kids and all youth of Onslow County
  • Individuals belonging to a faith-based organization.
  • All people of Onslow County that have been diagnosed prediabetic or at-risk determined by the CDC Prediabetes Risk assessment
  • individuals of all different geographic, lifestlye, and cultural backgrounds in Onslow County through outreach events held by various groups and civic organizations in Onslow County.

What We Do

What We Do

The primary function of the Environmental Health Services Section is to issue permits to open and operate all new facilities and conduct regular, required inspections of the established food, lodging, institutions, child-care, school buildings, public swimming pools, childhood lead poisoning prevention, and tattoo artists as required by the North Carolina General Statute to ensure the public health.

How We Impact

The Food, Lodging, and Institution Section ensures that regulations are followed to help keep the Onslow community safe. Complaint investigation occurs within 24 hours to minimize potential foodborne illness outbreaks. Safety inspections in a variety of settings, such as public pools and childcare facilities are also conducted. Other activities include education and enforcement of applicable laws and rules, as well as disaster and emergency preparedness.

What We Do

The primary function of the On-Site Water Protection Section (Septic Systems and Private Drinking Water Wells) is to issue permits for septic systems and drinking water well installations, perform operation and maintenance inspections, and issue repair permits to help maintain the sanitary condition of the many thousands of existing septic systems and several hundreds of existing drinking water wells.

How We Impact

The On-Site Water Protection Section performs septic system and drinking water well evaluations in a timeframe that serves citizens while preserving the surface and ground water quality and safety of Onslow County. Another top priority is to educate Onslow County septic system owners to understand the need for, and perform, regular maintenance of their on-site and off-site wastewater systems. Complaint investigations and repair of malfunctioning wastewater systems are also conducted to prevent contamination.

What We Do

WIC provides supplemental food packages, nutrition education, breastfeeding support, and health care referrals at no cost to low-income pregnant and postpartum women, infants, and children up to 5 years of age who are at nutritional risk. WIC delivers a targeted nutrition intervention that recognizes the importance of ensuring consistent access to nutritious foods that promotes good health and well-being.

Who We Serve

WIC services are geared to serve low-income pregnant and postpartum women, infants, and children up to 5 years of age who are at nutritional risk in North Carolina. Approximately 67.2% of the eligible individuals in Onslow County participate in WIC.

How We Impact

WIC participation can improve health outcome for pregnant and postpartum women. WIC participation can improve health outcomes for pregnant and postpartum women. WIC’s targeted nutrition support is tailored to provide key nutrients that can mitigate the risk of adverse conditions during and after pregnancy. WIC participants are more likely to breastfeed and continue breastfeeding at twelve months than non-WIC participants.

On average, 7,751 individuals currently participate on WIC. Approximately 55.5% of participants are children, ages 1 through 4 years of age, 22.7% are pregnant, breastfeeding, or postpartum women, and 22.1% are infants, 0 through 11 months old. About 55.5% of infants born in Onslow County participate in WIC. The WIC Program supported the Onslow County economy with $5,768,445.13 in food redemption dollars in fiscal year 2023.
