BACKGROUND
Leaders and Board Members of the Delaware Public Health District (DPHD) agreed to engage in a strategic planning process, beginning in the fall of 2023. Kane Learning committed to guiding the planning process and facilitating in-person sessions.
A staff survey was administered in late September to seek input on the future of the agency. 55% of staff participated in sharing their ideas about future possibilities, addressing challenges, and identifying the most important priorities.
Information from the staff survey was synthesized and used in a retreat of Senior Leaders and Board Members. At this retreat in October 2023, mission, vision and values were reviewed and revised. Strengths, weaknesses, opportunities and threats were identified and from these, critical issues facing DPHD were named. Five strategic priorities emerged from the retreat discussion.
DPHD staff were involved again in the planning process at the Winter Staff Conference on December 1st. Staff were updated on progress made at the Board retreat. They brainstormed measures for the Strategic Priorities and gave input on how their values should be defined.
On December 19, 2023, DPHD leaders and program managers met to finalize specific measures for each of the strategic priorities. They also developed goals to ensure the priorities are achieved.
Following the leader and program manager meeting, the strategic plan was drafted. Documenting one-year operational plans was left in the hands of the DPHD leaders.
